Appropriates $15,000,000 from the state general fund in fiscal year 2016-2017 to the Arizona Department of Education for teacher mentoring programs in school districts and charter schools.

Requires mentor teachers to work with mentee teachers on lesson planning, classroom management, time management, and other areas of professional development as determined by the mentor teacher and school administrator.

Distributes funds to schools based on number of participating teachers: $1,500 per first-year teacher, $1,000 per second-year teacher, and $500 per third-year teacher.

School districts and charter schools must report to the Department of Education the number of first-year, second-year, and third-year teachers being mentored in their programs.

Schools receiving funds must use the monies to pay mentor teachers stipends matching the per-teacher distribution amounts: $1,500 for first-year mentees, $1,000 for second-year mentees, and $500 for third-year mentees.
