• Requires state departments to allow employees to join employee organizations and recognize organizations with at least 1,000 members for bargaining table representation.

• Mandates departments meet and confer with qualified employee organizations at least once every two years regarding hours, wages, benefits, and employment terms and conditions.

• Establishes a voluntary mediation process if meet-and-confer negotiations reach an impasse, with final agreements subject to governor review and approval.
