Allows labor organizations to charge nonunion employees in a collective bargaining unit for actual costs of grievance representation, including attorney fees, arbitrator costs, and staff time spent on the grievance.

Limits charges to nonunion employees to an amount not exceeding one year of union membership dues during the most recent contract period.

Nonunion employees may reimburse representation costs through monthly payments equal to normal monthly membership dues until the full amount is paid.

Labor organizations may sue in court for payment if an employee fails to begin reimbursement within 30 days after the grievance process concludes, but nonpayment cannot affect the employee's continued employment.

Nonunion employees retain the right to represent themselves or hire their own legal counsel instead of using the labor organization's representation in grievance proceedings.
