Amends Arizona Revised Statutes Section 16-579 regarding procedures for obtaining ballots at polling places.

Allows qualified electors who applied for early ballots but appear at polling places with their early ballot to vote that ballot as a regular ballot at the polling place without requiring a provisional ballot.

Removes previous language requiring electors to surrender early ballots to the precinct inspector on election day in order to vote in person.

Changes minor wording in signature roster procedures from "prior to" to "before" receiving a ballot.
