Changes the cash assistance time limit from 12 months to 60 months for heads of household, spouses of heads of household, ineligible parents, and adult nonparent relative heads of household receiving benefits.

The 60-month time limit applies retroactively to cash assistance received on or after October 1, 2002, regardless of whether months are consecutive or the funding source.

Maintains exemptions from the time limit for child-only cases and certain circumstances including months when unemployment on Indian reservations exceeds 50 percent or when assistance amounts are less than the full monthly qualified amount.

Repeals a provision requiring cash assistance termination on July 1, 2016 for families that had received 12 or more months of assistance as of that date.

The amendments are effective from and after June 30, 2016, and apply retroactively to that date.
