Prohibits counties from restricting home-based business owners who hold valid licenses from making residential improvements, displaying temporary signs up to 24x24 inches, selling goods, or maintaining operating hours from 8:00 AM to 6:00 PM.

Allows home-based businesses on at least one-half acre properties to construct detached buildings up to 10 percent of lot size for storage, warehousing, light manufacturing, or related uses, and to provide up to 5,000 square feet of outside storage if blocked from public view by a six-foot barrier.

Permits wedding venues or wedding chapels to operate as home-based businesses in residential zones on properties of at least five acres with specific requirements including 100-foot distance from adjacent properties, eight-foot barriers, maximum 400-person occupancy, and operating hours from 10:00 AM to 11:00 PM.

Requires counties issuing special use permits for home-based businesses to approve permits that meet specified criteria including proper barriers, adequate parking, three-acre minimum lot size, and 75-foot distance from adjacent residential properties, with permits valid for at least 20 years and automatically renewable.

Defines "home-based business," "goods," and "license" for purposes of the statute and specifies that light manufacturing does not include industrial manufacturing.
