Amends the state employee suggestion program to allow awards to both state employees and agencies for adopted procedures, ideas that reduce expenditures, or special acts in the public interest.

Increases the maximum award from 10 percent to 40 percent of the amount saved, with no more than 10 percent of savings awarded to the state employee who provided the suggestion, 1 percent to the agency head, and the remainder used for soft capital and building repairs.

Requires the board to consider whether adequate customer service levels will be maintained when approving awards.

Establishes that awards of less than $100 are paid in a lump sum, while awards of $100 or more may be paid annually over up to five years with a 20 percent annual reduction.

Requires the Department of Administration to report annually to the governor, legislature, and secretary of state on award amounts and how agencies spent those awards.
