Prohibits persons and political subdivisions of Arizona from filing qualified civil liability actions against firearm manufacturers, sellers, or trade associations in state courts.

Defines "qualified civil liability action" as civil suits against firearm manufacturers or sellers for damages resulting from criminal or unlawful misuse of firearms by third parties, with an exception for actions against transferors convicted of illegal gun transfers.

Establishes that "qualified products" include nondefective firearms and ammunition as defined in federal law (18 U.S.C. § 921) that have been shipped in interstate or foreign commerce.

Declares legislative findings that firearm businesses should not be liable for harm caused by unlawful misuse of their products and that such liability actions threaten constitutional rights and burden free enterprise.
