Removes motor vehicle dealer licensing from the Department of Financial Institutions (section 6-126) by eliminating the $300 application fee and $150 annual renewal fee previously listed in that statute.

Transfers motor vehicle dealer licensing to the Department of Transportation under title 28, chapter 10, with modified fee structures: $100 annual fee for dealers without third-party lender relationships and $250 annual fee for dealers with contractual relationships with third-party lenders (with $150 to state general fund and $100 to highway user revenue fund).

Adds a new fee structure in section 28-4302 distinguishing between dealers with and without third-party lender relationships, depositing portion of fees from lender-related dealers to the state general fund under sections 35-146 and 35-147.

Updates definitions in section 44-281 to clarify that motor vehicle dealers creating or holding retail installment contracts and assigning them to third-party lenders are not sales finance companies unless contracts exceed $50,000 in aggregate outstanding indebtedness.

Modifies section 44-282 to allow the Department of Financial Institutions administrator to issue sales finance company and/or dealer licenses with staggered continuation dates coordinated with motor vehicle dealer licensing pursuant to title 28.
