Prohibits health care providers from having a duty of care regarding test results they did not request or authorize, and shields them from liability or disciplinary action for failing to review unauthorized tests.

Prevents clinical laboratories from submitting insurance claims for reimbursement from third-party payors for laboratory tests conducted without a health care provider's request or authorization.

Explicitly includes pharmacogenetic testing within the definition of "laboratory test" for purposes of direct access testing.
