Amends Arizona Revised Statutes section 5-572 to establish a new county assistance fund and redirect $7.65 million annually from state lottery revenues to this fund.

Creates a new County Assistance Fund under section 41-175 to be administered by the state treasurer and funded through monthly deposits from state lottery revenues.

Distributes monies from the County Assistance Fund equally among Arizona counties with a population of 500,000 or fewer persons, with each eligible county receiving up to $550,000 per fiscal year.

Transfers any remaining County Assistance Fund monies after all eligible counties receive their distributions back to the state general fund at the end of each fiscal year.

Modifies the state lottery fund allocation requirements to prioritize the $7.65 million County Assistance Fund deposit after debt service and operating costs but before other designated programs receive funding.
