Amends Arizona Revised Statutes sections 37-1012 and 37-1014 to restructure the natural resource conservation division under the state land commissioner.

Creates a director position for the division of natural resource conservation who reports directly to the commissioner, replacing previous administrative structure with secretary and assistants.

Establishes separate appropriations request for the division including: up to $40,000 per district and $60,000 per education center for approved conservation districts, plus up to $250,000 for division operations including director and staff salaries.

Appropriates $150,000 from the state general fund to the state land department in fiscal year 2016-2017 to implement these changes.
