Establishes minimum standards for body art establishments and operators to be coordinated by the Department of Health Services with local public health departments.

Requires standards covering proper disposal of equipment, sterilization of equipment and surface areas, and bloodborne pathogen training compliant with occupational safety and health administration requirements.

Mandates bloodborne pathogen training materials include exposure control procedures, copies of federal regulations (29 CFR 1910.1030), applicable local ordinances, and information on biohazardous material signage and chemical labeling.

Requires county standards for body art establishments to be at least as stringent as those prescribed by the Department of Health Services.

Defines "body art" as tattooing, cosmetic tattooing, permanent skin coloring, branding or scarification, excluding medical procedures, noninvasive painting, and practices under cosmetology or nail technology boards.
