Amends the definition of "telephone solicitation" in section 44-1271 to clarify that it includes voice communications offering merchandise for sale that are to or from persons located in Arizona, removing previous language limiting it to communications "to a telephone number in this state."

Modifies section 44-1282 to replace the term "intrastate" with "outbound" when describing prohibited telephone solicitation calls under the national do-not-call registry.

Eliminates a separate subsection that allowed sellers and solicitors authorized under federal do-not-call law to conduct intrastate telephone solicitations, consolidating do-not-call rules.

Maintains existing exceptions to do-not-call requirements for calls related to past or present employment agreements, referrals from personal relationships, and express consumer requests.

Preserves the enforcement provision establishing violations as unlawful practices with civil penalties not to exceed $1,000 per violation, with collected fines credited to the state general fund.
