Amends Arizona Revised Statutes Section 15-459 to allow school districts with letter grades of A or B to change boundaries and include another school district within twenty miles, in addition to existing consolidation options.

Changes references from "per cent" to "percent" throughout the statute for consistency in language.

Removes outdated provisions related to career ladder programs that were previously required for consolidated school districts.

Maintains existing protections for employee salaries, benefits, and contract status during consolidations, and preserves override authorization limitations for consolidated districts.

Effective May 12, 2016, upon approval by the Governor.
