Adds section 13-717 to Arizona Revised Statutes establishing special sentencing provisions when a person is convicted of any felony and the trier of fact determines the aggravating factor in section 13-701(d)(21) applies.

Requires courts to sentence such persons to imprisonment for not less than the presumptive sentence authorized under Arizona law, with no eligibility for probation, suspension of sentence, community supervision, commutation, or release on any basis until the sentence is served.

Tolls (pauses) the statute of limitations under section 13-107 for any time the person is not in the country.

Designates the act as "Grant's Law."
