Amends Arizona Revised Statutes sections 36-2982 and 36-2986 and repeals section 36-2985 to remove the enrollment cap for the children's health insurance program.

Removes language limiting total enrollment based on annual legislative appropriations and the enrollment cap previously prescribed in section 36-2985.

Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to submit a state plan amendment to the Centers for Medicare and Medicaid Services within five days to resume enrollment in the Title XXI children's health insurance program.

Directs AHCCCS to project enrollment rates for fiscal years 2015-2016 and 2016-2017 and request any additional federal allotments needed to resume program enrollment.

Makes the statutory amendments conditionally effective only if the Centers for Medicare and Medicaid Services approves the state plan amendment to resume enrollment by July 1, 2017.
