Amends Arizona Revised Statutes Section 8-515.01 regarding local foster care review boards established by presiding judges of juvenile courts in each county.

Removes language prohibiting appointment of persons employed by "any child welfare agency" to local foster care review boards, retaining only the prohibition on appointing division and juvenile court employees.

Requires boards to represent various socioeconomic, racial and ethnic groups of the county to the maximum extent feasible, with boards consisting of at least five regular members and optional alternate members.

Establishes three-year terms for board members (with initial staggered terms of one, two, and three years), requires participation in mandatory training, and specifies that boards must meet at least twice annually.
