Amends Arizona law to automatically register qualified applicants for voter registration when applying for or renewing a driver license, effective January 1, 2017, unless the applicant affirmatively opts out.

Requires the applicant to be offered the opportunity to register with a political party at the time of driver license application or renewal.

Directs the Department of Transportation and Secretary of State to adopt rules implementing automatic voter registration, streamlining registration forms, and securely transferring applicant information to county recorders within five days.

Requires applicants to receive a statement listing voting eligibility requirements, penalties for false registration, and confidentiality protections regarding registration status and office location.

Maintains compliance with the National Voter Registration Act of 1993 and preserves confidentiality of driver license application information.
