Amends Arizona Revised Statutes Section 15-189.01 to add a new prohibition on establishing new charter schools within three miles of existing school district schools rated A or B grade under Section 15-241.

Charter schools must be zoned and treated the same as school district-operated public schools, with municipalities and counties prohibited from enforcing different standards or ordinances against charter schools than against traditional public schools.

Municipalities and counties must conduct expedited hearings and administrative reviews for charter school applications, with final determinations required within 30 days for administrative reviews and 90 days for processes involving public hearings and appeals.

Charter schools cannot be established or operated on commercial or residential property in age-restricted communities located in unorganized territory.

Construction and development of charter school facilities must comply with all applicable building codes, including life and safety codes, in the jurisdiction where the school is located.
