Amends Arizona Revised Statutes Section 49-429 regarding air pollution control permit transfers.

Clarifies that permits for mobile or portable sources may be transferred between locations after notifying the Department of Environmental Quality.

Requires written notice to the director before transferring a permit from one person to another, including the transferee's name, address, telephone number, statutory agent, and effective date.

Allows the director to deny a permit transfer if the transferee cannot operate the source in compliance with article requirements, rules, and permit conditions, with denial notice required within ten working days.

Permits the denial of a permit transfer to be appealed as an appealable agency action under Arizona Title 41, Chapter 6, Article 10.
