Requires the state land commissioner and director of the department of water resources to jointly develop a plan for creating additional water storage facilities in Arizona, including surface-level and underground storage options.

Mandates a preliminary investigation of acceptable sites for new water storage facilities on state trust land and identification of the six most potentially acceptable sites.

Requires submission of a report on departmental activities, findings, and recommendations to the governor, legislature leadership, and relevant committee members by December 31, 2017.
