Adds a comprehensive definition of "bullying" to Arizona law (Section 15-101) as any written, verbal, physical, or electronic act intended to harm or likely to harm pupils by substantially interfering with educational opportunities, causing emotional distress, harming physical or mental health, or disrupting school operations.

Requires charter schools to adopt and enforce bullying prevention policies including reporting procedures, investigation processes, disciplinary actions, parent notification, staff training, and documentation requirements (Section 15-186).

Expands school district governing board requirements under Section 15-341 to establish comprehensive anti-bullying and harassment policies that may address off-campus incidents if they create a hostile school environment, with specific requirements for electronic communications monitoring and victim support services.

Requires schools to use the same definition of bullying from Section 15-101 in their policies and mandates annual training for administrators, employees, pupils, and parents on preventing and responding to bullying incidents.

Establishes the "Arizona Safe Schools Act of 2016" with legislative intent that all students have the right to a safe, civil educational environment free from bullying, intimidation, and harassment.
