Adds Chapter 53 to Title 41 of the Arizona Revised Statutes, establishing the Uniform Electronic Legal Material Act.

Requires the Arizona Legislative Council as official publisher to designate electronic records of the Arizona Constitution, session laws, and Arizona Revised Statutes as official and authenticate them to verify records are unaltered from the official published version.

Mandates the official publisher preserve and secure electronic legal materials, ensure their integrity, provide backup and disaster recovery, and maintain continuing usability of the materials.

Establishes that authenticated electronic legal materials are presumed to be accurate copies, with parties contesting authentication bearing the burden of proof by preponderance of evidence.

Requires public access to preserved legal materials on a permanent basis and directs the publisher to consider standards from other jurisdictions, national standard-setting bodies, user needs, and compatibility with other states' systems when implementing the act.
