Allows nonresident adults to adopt dependent children under juvenile court jurisdiction in Arizona if the child resides in the applicant's home, was placed there by the department, and the department recommends the adoption.

Adds exceptions to preadoption certification requirements for licensed foster parents who are petitioning to adopt a child currently placed in their home by the department with departmental recommendation.

Clarifies that prospective adoptive parents must be present in Arizona at the time of petition filing, except for dependent children meeting the criteria in Section 8-103, subsection B.

Expands the list of relatives exempt from certification requirements to include great-uncles, great-aunts, and uncles, in addition to existing exempt relatives.

Streamlines recertification process by allowing update reports instead of full investigations for applicants who adopted within three years and are adopting another child.
