Requires written agreements for financing, sale, or lease of distributed energy generation systems to include specific disclosures signed by the buyer or lessee, including equipment descriptions, warranty periods, total costs, tax obligations, and utility rate change scenarios ranging from 5% decrease to 5% increase annually.

Mandates a minimum 3-business-day rescission period after agreement signing and before system installation, and prohibits recurring lease payments until the system is installed and interconnected to the power grid.

Requires applicants to obtain utility approval for interconnection before installing or energizing a distributed energy generation system, with automatic approval if the utility does not respond within 60 days, and allows utilities with fewer than 75,000 customers to waive requirements.

Establishes warranty requirements of at least 2 years for solar device collectors, heat exchangers, and storage units, or inclusion of an energy production output guarantee, with remaining components warranted for at least 1 year.
