Amends Arizona Revised Statutes section 31-165 to apply inmate medical services rate structure requirements only to county jails in counties with a population exceeding 250,000 persons.

Requires counties to reimburse inpatient and outpatient hospital services at rates not exceeding the reimbursement methodology established under section 36-2903.01, subsection G.

Requires counties to reimburse health and medical services at rates not exceeding the capped fee-for-service schedule adopted by the Arizona Health Care Cost Containment System Administration.

Applies to inmates requiring health care services that the county jail cannot provide, unless an intergovernmental agreement specifies different terms.
