Amends the 2015 special election law to add Senate Concurrent Resolution 1019 (52nd Legislature, 2nd Regular Session) regarding public retirement systems amendments to the ballot alongside the existing education finance measure.

Establishes December 4, 2015 as the deadline for submitting legislative council analysis, fiscal impact statements, and arguments for the education finance measure to the Secretary of State.

Establishes February 23, 2016 as the deadline for submitting legislative council analysis, fiscal impact statements, and arguments for the public retirement systems measure to the Secretary of State.

Clarifies that the special election shall be administered consistent with a presidential preference election with consolidated precincts, but votes are not required to be tabulated by congressional districts.

County boards of supervisors must deliver election canvass to the Secretary of State within ten days after the special election, with final canvass completion by the second Monday following the election.
