Establishes a new A through F letter grade system for schools and local education agencies based on annual achievement profiles that include academic performance, academic progress, English language learner assessments, and college and career readiness indicators.

Requires schools assigned a D grade to develop improvement plans within 90 days and hold public meetings to present them; schools assigned a D grade for three consecutive years are automatically assigned an F grade unless an appeal succeeds.

Creates solutions teams composed of master teachers, fiscal analysts, and curriculum experts to assist D and F-rated schools, with state board authority to withhold up to 10% of monthly state monies from school districts that fail to submit approved action plans within 45 days.

Consolidates prior scattered improvement plan requirements for D and F-rated schools into a single new section 15-241.02 and simplifies the methodology for determining school classifications.

Authorizes parents of students in D or F-rated schools to apply for certificates of supplemental instruction from the failing schools tutoring fund to access certified tutoring providers with agreed timelines for academic improvement.
