Department of Information Technology shall identify opportunities for IT consolidation and shared services, including consolidating servers and data centers.

Department shall adopt a policy requiring budget units to evaluate and progressively migrate IT infrastructure to third-party hosted data centers and establish evaluation cycles for platforms and software, with preference for commercial cloud computing services before new IT investments.

Each budget unit must report to the department by January 1, 2017 with a plan for migrating IT infrastructure from on-premises to off-site third-party data centers.

Beginning January 1, 2017, budget units must report semi-annually (January 1 and July 1) to the department, chief information officer, and joint legislative budget committee on cloud migration progress and any factors delaying cloud computing expansion.

Budget units must submit all information technology infrastructure plans to the joint legislative budget committee for approval before awarding any IT infrastructure contracts, including project justification, bidder information, and bid amounts.
