Prohibits arrest, capture, or detention of persons in Arizona or Arizona citizens within the United States under the "law of war" except as authorized by state or federal law.

Prohibits subjecting persons in Arizona or Arizona citizens to disposition under the law of war, or executing them without judicial trial and conviction in a constitutional court.

Requires the director of public safety or county sheriff to report to the governor and legislature any attempts by federal agencies to implement military detention authorities, including sections 1021-1022 of the National Defense Authorization Act for Fiscal Year 2012.

Establishes that violations are subject to prosecution under Arizona criminal law (Title 13) and defines key terms ("arrest," "capture," "detention," "law of war") by reference to section 1021 of the 2012 National Defense Authorization Act.

Declares that military detention or execution of non-military persons violates constitutional protections including habeas corpus, due process, speedy trial, jury trial, and other Fifth, Sixth, and Eighth Amendment rights.
