Establishes the Department of Education Intellectual Property Fund to receive and administer revenues from the sale or lease of software, computer systems, or intellectual property developed by the Arizona Department of Education.

Authorizes the Department of Education to sell or lease software, computer systems, or intellectual property developed by the department, exempting this activity from state restrictions on competing with private enterprise.

Requires 60% of profits from such sales or leases to be deposited into the state general fund and 40% into the Department of Education Intellectual Property Fund.

Permits the department to use fund revenues, subject to legislative appropriation, to improve maintenance, administration, and development of the education learning and accountability system.

Prohibits the department from using appropriated monies or personnel resources for marketing or soliciting these goods or services that were authorized for other department functions.
