Reduces the felony conviction lookback period from five years to three years for nursing licensure applicants and certificate holders across all categories (registered nurses, practical nurses, nursing assistants, medication assistants).

Adds requirement that applicants convicted of felonies designated as misdemeanors under section 13-604 must have court judgment entered as class 1 misdemeanor to qualify for licensure.

Modifies section 32-3206 to require boards to provide health professionals at least ten business days' notice before investigation review meetings and to provide investigative reports upon request.

Changes technical language in section 32-1646 regarding board authority to investigate violations of nursing assistant regulations.

Effective date of June 30, 2016 for amendments to sections 32-1606, 32-1646, and 32-1648.
