Establishes a Citizens Finance Review Task Force consisting of 22 members including legislators, agency directors, business representatives, educators, and economists from Arizona's three state universities and private sector.

Task force is directed to analyze state general fund and nongeneral fund revenues compared to other states, including examination of tax credits and transaction privilege tax exemptions and their economic development impact.

Task force must analyze state expenditures compared to other states and make recommendations on responsible retirement of existing state debt.

Task force shall hold open public meetings at least once each in Tucson, Yuma, and Flagstaff, and submit findings and recommendations to the governor and legislature by September 30, 2017.

Task force is automatically repealed on September 30, 2018.
