Removes requirement for the state board of education to issue written notices for administratively incomplete teacher certification applications, transferring this responsibility solely to the department of education.

Allows either the state board of education or the department of education to issue notices for substantively incomplete applications and deny certifications if applicants fail to provide requested documentation within 60 days.

Applicants may request additional 30-day extensions for administratively incomplete applications if they provide reasonable documented justification for delays.

Establishes that weekend and legal holidays do not count toward certification application deadlines, with the next business day becoming the final deadline.

Permits applicants denied certification to appeal to the state board of education within 15 days using procedures outlined in Arizona administrative code.
