Board of supervisors may establish a program allowing gifts, grants, or donations to provide financial assistance to qualified residential property owners for drinking water well improvements or water delivery system installation.

Board shall designate an entity (county agency or private nonprofit corporation) to operate the program, establish grant criteria, and award grants.

Program must limit grant recipients to low-income or fixed-income residential property owners and restrict grant use to deepening existing wells or plumbing/replumbing residences for water delivery systems.

County board of supervisors may not use general county funds for grants under the program; funding must come from gifts, grants, or donations.

Designated entity must submit annual reports by July 1 to the county board of supervisors, senate president, and house speaker describing program operations, gifts/grants received, and grants awarded.
