Appropriates $12,000,000 from the state general fund to the Arizona Health Care Cost Containment System for graduate medical education in fiscal year 2016-17.

Appropriates $121,747,400 from the state general fund to the Department of Education for district assistance ($40,000,000), JTED restoration and full funding ($31,747,400), starting teacher retention bonuses ($35,000,000), and teacher mentoring programs ($15,000,000).

Appropriates $57,000,000 from the state general fund to the Arizona Board of Regents for performance-based operating funding distributed to the three universities under its jurisdiction.

Appropriates $8,000,000 from the state general fund to the Arizona Board of Regents for distribution to the University of Arizona for the Oro Valley veterinary medicine program.

Appropriates $20,000,000 from the state general fund to the Financial Aid Trust Fund.
