Appropriates $14,077,400 from the state general fund to the Department of Child Safety for fiscal year 2016-17, including funding for caseworker retention pay ($4,077,400), healthy families ($4,000,000), in-home preventive support services ($4,000,000), and unlicensed relative caregiver training and support ($2,000,000), with 46 FTE positions authorized.

Appropriates $12,000,000 from the state general fund to the Department of Economic Security for fiscal year 2016-17, including child care subsidy ($8,000,000) and temporary assistance for needy families cash benefits ($4,000,000), with 23.2 FTE positions authorized.

Directs the Arizona Health Care Cost Containment System Administration to submit a state plan amendment within five days to resume enrollment in the state's Title XXI children's health insurance program and request additional federal allotments if necessary.

Requires AHCCCS to notify the Arizona Legislative Council by July 15, 2017 regarding approval or denial of the state plan amendment by the Centers for Medicare and Medicaid Services.

Directs legislative council staff to prepare conforming legislation if the children's health insurance program enrollment is approved, for consideration by the 53rd Legislature.
