Directs $3.5 million annually from state general fund to the Arizona job training fund beginning in fiscal year 2016-2017.

Allocates $3.5 million from state lottery revenues to the Arizona job training fund each fiscal year after other lottery allocations are satisfied.

Renames the "Arizona competes fund" to the "Arizona job training fund" and consolidates funding sources under a single fund structure.

Requires minimum 25% of job training fund monies be used for small businesses employing fewer than 100 employees and minimum 25% for businesses in rural areas.

Repeals the delayed repeal provision for Title 41, Chapter 10, Article 4, allowing the Arizona job training fund to continue operating beyond December 31, 2016.
