Increases the number of appointed members on the Arizona Criminal Justice Commission from 14 to 18 members, with no more than 9 from the same political party.

Expands commission membership requirements to include a crime victim advocate and a former prison inmate who advocates for prisoner rights among the appointed members.

Adds a public defender to the membership requirements for counties with populations of 1.5 million or more and fewer than 800,000 persons.

Requires the commission to submit a comprehensive report to the legislature by December 31, 2016, with data-based policy recommendations on reducing recidivism, sentencing reform, prison population reduction, and improving criminal justice system oversight.

Repeals the reporting requirement section effective June 30, 2017.
