Establishes a joint select committee on corrections consisting of three senate members (two appointed by president, one by minority leader), three house members (two appointed by speaker, one by minority leader), and nonvoting members including the governor, corrections director, and administration director.

Committee must meet at least twice yearly and elect a chairperson from voting members; a quorum requires four voting members.

Committee shall receive testimony from the department of administration on prison bed construction schedules and from the state department of corrections on inmate population trends, inmate deaths, complaints, food services, and air conditioning/heating systems.

Committee shall review and make recommendations to the legislature regarding future prisons, capital investments to improve confinement conditions, corrections staff working conditions, and private incarceration facilities.

Committee must submit an annual report to the governor, president of the senate, and speaker of the house by October 15 and shall terminate on July 1, 2024.
