Prohibits using human fetus or embryo tissue or parts from abortion in animal or human research, experimentation, study, or transplantation, except for diagnostic/remedial procedures to determine or preserve life or health, or pathological study.

Prohibits experimentation on a human fetus or embryo intended to be aborted and prohibits performing abortion partly because fetal tissue may be used for research or transplantation.

Prohibits knowingly selling, transferring, distributing, or using human fetal or embryonic tissue resulting from abortion in violation of these restrictions, and prohibits aiding or abetting such violations.

Modifies unprofessional conduct definitions for physicians under Arizona Medical Board (chapter 32-1401) and Osteopathic Board (32-1854) to include conduct violating the fetal tissue restrictions.

Allows health care institution licenses to be suspended or revoked for violating fetal tissue restrictions and removes physician-patient privilege as a bar to producing documents or records in investigations under this section.
