Repeals provisions allowing the director of health services and designated employees to inspect abortion clinics during regular business hours to determine compliance with licensing requirements and other abortion-related laws.

Removes language stating that a license application constitutes permission for entry and inspection of abortion clinic premises during the application pendency and term of the license.

Eliminates the director's authority to take action based on inspection findings that an abortion clinic is not adhering to licensing or other legal requirements.

Repeals provisions authorizing inspection of abortion clinics whose licenses have been suspended or revoked upon application for relicensure or reinstatement.

Removes authorization for the attorney general and county/city attorneys to intervene in proceedings challenging the inspection provisions and for the department to employ legal counsel to defend these inspection requirements.
