Amends Arizona law to provide employers immunity from civil liability if they verify employee work authorization through the E-Verify program, replacing the previous "rebuttable presumption" standard.

Applies immunity to violations under both A.R.S. § 23-212 (knowingly employing unauthorized aliens) and § 23-212.01 (intentionally employing unauthorized aliens).

Changes complaint investigation language from "when" to "if" investigating to clarify that attorney general or county attorney have discretion in pursuing complaints.

Maintains affirmative defenses for employers who comply in good faith with federal I-9 verification requirements under 8 U.S.C. § 1324a(b) and those who can prove entrapment.

Preserves existing enforcement mechanisms including complaint procedures, license suspension/revocation for violations, probationary periods, and public database maintenance of employer violations.
