Amends Arizona Revised Statutes section 13-1802 to classify theft of a bicycle taken from school grounds as a class 6 felony, rather than a class 1 misdemeanor.

Defines "school grounds" to mean property in or on the grounds of a public or nonpublic kindergarten program, common school, high school, college, community college, or university.

Adds bicycle theft from school grounds to the list of specific property thefts that elevate the offense classification, alongside theft from a person or firearm theft.

Maintains existing theft classifications for other property values, only creating the enhanced felony charge for bicycles specifically stolen from school grounds.
