Amends Arizona abortion informed consent laws to add exceptions for cases of rape and incest, allowing the 24-hour waiting period to be waived in these circumstances.

Modifies section 36-2153 to permit omission of information about the father's financial liability in rape or incest cases during the mandatory informed consent consultation.

Modifies section 36-2156 to exempt abortion procedures resulting from rape or incest from the 24-hour waiting period and ultrasound requirements that normally apply.

Maintains civil action provisions allowing women, married fathers, and maternal grandparents (for minors) to sue for violations of informed consent requirements, with damages up to $5,000 or three times the abortion cost, plus attorney fees.

Preserves the six-year statute of limitations for filing civil actions related to violations of informed consent requirements for abortion procedures.
