Removes the 24-hour waiting period requirement that previously applied before women could receive abortion information; information can now be provided at any time before the abortion procedure.

Requires physicians to provide specific informed consent information orally and in person, including abortion procedure details, medical risks, alternatives, fetal development characteristics, and information about available support services and adoption agencies.

Mandates ultrasound imaging and fetal heart tone auscultation before abortion, with the woman offered (but not required) to view the ultrasound image and hear the heartbeat, and provided a written certification of her choices.

Establishes requirements for cases involving lethal or nonlethal fetal conditions, requiring physicians to inform women about perinatal hospice services as an alternative and provide information about support resources organized on a state department website.

Allows civil actions for violations, with damages including actual injuries compensation, statutory damages of $5,000 or three times abortion cost (whichever is greater), and attorney fees; claims must be filed within six years.
