Establishes the Commercial Space Flight Incentives Study Committee consisting of 11 members including legislators, university professors, aerospace executives, former astronauts, and a former NASA employee with mission experience.

Committee shall study commercial spaceflight, spacecraft manufacturing, civil space flight, military/defense spaceflight contracts, Arizona launchpad facilities, satellite operations, space research, and aerospace education.

Committee must recommend policies to grow Arizona's aerospace industry, evaluate industry predictions, and identify potential funding sources.

Committee shall submit findings and recommendations report to the governor, speaker of the house, and president of the senate by September 1, 2017.

Committee is repealed effective December 31, 2017.
