Amends Arizona Revised Statutes section 15-901 to change the definition of "student count" for school funding purposes, shifting from prior-year average daily membership to current-year average daily membership effective July 1, 2016.

Changes the base level funding amount for fiscal year 2015-2016 from $3,426.74 to $3,600.00 per student in the second version of the statute.

Removes references to sections 15-918.04 and 15-919.04 from the base level calculation provisions, consolidating the calculation to sections 15-902.04 and 15-952.

Makes various minor technical corrections to the statute including grammar and pronoun usage updates.

The enactment of the second version of these changes is conditional upon the passage of Proposition 123 at the special election on May 17, 2016.
