SB 1506 Summary

• Allows county boards of supervisors to form a power district coterminous with county boundaries upon receipt of a petition signed by registered voters equal to one-third of the total votes cast for county supervisor candidates in the most recent general election.

• Requires the county board of supervisors to hold at least three public meetings to determine if forming a power district is in the county's best interest for providing electrical power redundancy for retail, commercial, agricultural, industrial and manufacturing uses.

• Permits power district formation without regard to whether other electric power providers already serve the county, and allows multiple electric power providers within the county.

• Exempts county power districts formed under this process from standard power district election requirements, with the county board of supervisors serving as the power district board without additional compensation (though they may be reimbursed for expenses).

• Prohibits county power districts formed under this process from levying taxes or receiving county tax support, and prevents the board from reducing or increasing the district's boundaries after formation.
